Unfortunately I don’t see a way to do this naturally without a bit of help. Mainly there are YouTube videos utilizing eyelid tape or glue. For a more permanent solution there’s only surgery.

Since you mention your mother and father having a full and very thick upper lip I assume it was inherited. Like everything else in your being it’s in your genes. And these things can skip generations.
